Delimitation-linked implementation Bills for women's reservation

As of 2026, three Bills are under debate in the Lok Sabha to enable implementation of the women's legislative quota by 2029, without waiting for the full delimitation exercise originally tied to the post-2027 Census. These remain Bills — not yet enacted law — and their final shape is still being negotiated.

Nari Shakti Vandan Adhiniyam (Constitution 106th Amendment Bill, 2023)

Introduced as the 128th Amendment Bill, passed by both Houses in September 2023, and notified into force on 16 April 2026. It reserves one-third of seats for women in the Lok Sabha and state legislative assemblies — actual seat reservation still awaits the delimitation exercise. See it listed as an Act on our Acts page.

2021

Constitution (127th Amendment) Bill, 2021

Passed as the Constitution (105th Amendment) Act, 2021, restoring states' power to prepare their own OBC/SEBC lists after a Supreme Court ruling in the Maratha reservation case had cast doubt on it.

What's not currently pending

As of now, no Bill is pending in Parliament that proposes reducing, capping, or reviewing the overall level of caste-based reservation in India. Public debate on this — including RHA's own campaign — has so far stayed outside the formal legislative process.

Is there currently a Bill to remove or reduce reservation?

No. As of now, no Bill proposing to reduce, cap, or formally review overall reservation levels is pending in Parliament.

What is the status of the Women's Reservation Bill?

It was passed by Parliament in September 2023 as the Nari Shakti Vandan Adhiniyam (Constitution 106th Amendment Act) and came into force on 16 April 2026. Separate implementation Bills, to enable it by 2029 without waiting for full delimitation, are currently under debate.
